Brownsville adopts medical overlay, approves UDC changes; multiple rezonings tabled after resident concerns

Brownsville commissioners on May 20 adopted a new medical overlay zoning district intended to support growth around Valley Regional Medical Center, approved multiple Unified Development Code (UDC) text amendments on fencing, waste enclosures and storage, and voted to annex an 8.98-acre parcel for future single‑family housing. Two rezoning requests to allow duplex and multifamily development were tabled so commissioners and staff can seek additional neighborhood input and engineering follow-up.

The new medical overlay creates a targeted zoning column and related standards around Valley Regional Medical Center to encourage health‑care and bioscience uses while allowing complementary uses such as hotels, apartments and assisted living, consultant Chan Sparks told the commission during the public hearing. "The idea being here, let's concentrate some economic impact, so that it has a momentum building effect," Sparks said.
