Board approves $109,000 amendment for transportation modeling, including High School Road and evacuation scenarios

The Teton County Board of County Commissioners on June 3 approved a contract amendment with Cambridge Systematics for additional transportation modeling and planning work, authorizing costs not to exceed $109,000 to support a suite of studies including High School Road peak-period planning and evacuation modeling.
Transportation Manager Charlotte Fry said Amendment No. 4 covers several tasks: capital improvement and service planning, travel demand management (particularly for High School Road at school pick-up and drop-off), a traffic impact study and transportation nexus work, and optional emergency evacuation modeling. The amendment allows modeling of one or two time periods for evacuation — a single baseline (overnight) scenario or both overnight and midday scenarios — and Fry said modeling both time periods would add about $12,248 to the cost estimate.
Commissioners discussed whether parts of the work could be postponed, possible partner funding from the school district or developers, and the practicalities of testing network changes such as one-way treatments. Fry said the scope allows flexibility to test alternative alignments for the East–West connector (also referred to as the Bridal/Tribal Trail connector) and to run scenarios with and without the proposed connector.
Commissioner Carlman moved to approve the amendment and set a total not-to-exceed cost of $109,000; Commissioner Gardner seconded. The motion carried unanimously.
