The State Public Charter School Authority on May 30 approved its consent agenda and approved a charter amendment for Do and B Arts Academy of Excellence, while continuing financial notices of concern with heightened monitoring for Nevada Prep Charter School and Sage Collegiate Public Charter School.
The authority voted to approve the consent agenda, which included the April action minutes and the charter contract amendment for Sage Collegiate Public Charter School. The board then considered a request from Do and B Arts Academy of Excellence (DBAE) to expand its initial grade offerings; the board granted the requested good-cause exemption and approved DBAE’s request to open with grades K–8, subject to conditions the school must meet in early June.
On separate agenda items staff reviewed audited FY2024 financial performance for Nevada Prep and Sage Collegiate and recommended escalation to a notice of breach. After discussion the board instead voted in both cases to continue each school’s existing financial notice of concern but to require heightened monitoring. The monitoring requires monthly budget-to-actual reports, evidence of monthly PERS payments (with paperwork demonstrating correct employee allocation), rapid responses to staff inquiries, and ready access to accounting records. SPCSA staff said a failure to meet the new reporting deadlines or to answer information requests within three business days would trigger a return to the board with a recommendation to escalate to a notice of breach.
Votes at a glance - Consent agenda (minutes and Sage Collegiate contract amendment): Approved by voice vote. - Do and B Arts Academy of Excellence (contract amendment to open K–8): Approved; conditions include 60 fully enrolled students and a fully executed lease by specified June dates and a board-approved final budget. - Nevada Prep Charter School (financial oversight): Board continued notice of concern and placed the school under heightened financial monitoring; staff to report back if monitoring requirements are not met. - Sage Collegiate Public Charter School (financial oversight): Board continued notice of concern and placed the school under heightened financial monitoring; staff to report back if monitoring requirements are not met.
The board and staff emphasized that the heightened monitoring will require substantial, ongoing cooperation from the schools and that late or incomplete responses will not be tolerated.
