Commission hears update on proposed 64-unit affordable trailer-park plan and deed-restriction complexities

Members of the Bike Ped Trails Commission heard an update about a proposed housing initiative to preserve 64 affordable trailer-park units in Carbondale and about efforts by a Boulder-based group to support resident-owned cooperatives.

Commissioners said the project's structure is complicated by a deed restriction on the park that the previous owner placed on the property, which appears to require the site remain a trailer park and would force any redevelopment into an annexation process. That constraint, staff said, makes conversion or redevelopment more difficult and raises the overall price tag for the combined deal the town is untangling with a related park in Basalt.

The Boulder organization assisting residents suggested a strategy resembling an expanded buy-down program to preserve long-term affordability and resident ownership. "They said there's still been a lot of precedent of these corporate owners coming in and jacking up the rents to, like, ridiculous levels," a commissioner summarized, describing the risk that corporate ownership could increase rents significantly.

Commissioners noted the arrangement is intertwined with work on a separate Basalt park and that the combined negotiations increase the complexity and cost of preserving both parks. No formal action or funding commitment was made by the commission at the meeting; commissioners flagged the topic as a continuing budget and planning issue that will require trustee-level decisions.
