Manhattan Community Board 2 reviewed a neighborhood-led dog block party proposed by longtime local resident Ben Rubin and event organizer Carolyn. The free community event would close Green Street between Spring and Prince for a two‑hour window and include two enclosed play zones (small and large dogs), a shallow splash/small kiddie pool for dogs, water and treat stations, a photographer/photo booth, volunteers in uniform, and waste/recycling stations.
Organizers told the committee they expected a modest turnout (estimated 50–200 attendees) and would obtain general liability insurance for up to 500 people to be safe. The safety plan described 8–10 trained volunteers stationed at entrances and each activity zone, first‑aid kits for humans and dogs, and a protocol for maintaining a clear emergency lane. Organizers also committed to a sanitation plan with waste bins and on-site cleanup.
Committee members praised the local, community-driven nature of the event but pressed organizers on dog etiquette and containment. A member flagged that attendees might remove leashes in the splash area, and asked that pool features be gated or located inside an enclosed play zone; organizers accepted that recommendation. Members also suggested outreach to residents and nearby businesses, and the production agreed to post contact information and rules at each barricade.
The committee indicated support for the block party, subject to the organizer’s commitments: enforceable dog‑etiquette signage, gating the splash area or locating it inside the enclosed play area, volunteer assignments at all barricades, and confirmed liability insurance and sanitation arrangements.
