The Holyoke Commission on Disabilities voted May 22 to approve a resident's request for a handicap-parking sign at 330 Jarvis Avenue, subject to verification from the Department of Public Works that the sign can be placed on that road.
Chair Lynn Horan said the applicant, Carrie Padua, provided a complete application and the commission's site visit supported the need because the applicant's 15-year-old son uses a ventilator and requires close vehicle access. "She did a great job. It shows you it helps when the application is filled out all the way," Horan said.
The motion explicitly stated approval was "pending verification that we can indeed place the sign on Jarvis Avenue." The commission voted in favor; members present said "Aye."
Other recently submitted applications for signs remain pending because applications were incomplete or adjacencies raised questions. Members discussed site visits and asked staff to check records to identify existing adjacent sign requests. Jessica Liebren agreed to check with the clerk's office on previous applicants for the Pine Street location and to verify records for other requests, including those from Angel Lopez (Vernon Street) and Nelson Vega (Northbridge Street). Horan said the commission will delay decisions on those until the applications are clarified.
The commission also formally accepted the April meeting notes by unanimous voice vote earlier in the meeting.
No fines or enforcement changes were decided at this meeting; the commission focused on confirming application details, ownership of nearby parking, and whether on-street signs duplicate existing reserved spaces.
