Senate Pro Tem McGuire, author of SR 44, told the chamber that shelters across the state remain overcrowded and cited historical numbers showing hundreds of thousands of shelter animals were once euthanized annually; the sponsor said that while those numbers have improved, about 100,000 shelter cats and dogs are still euthanized each year. McGuire described a statewide partnership among the California Animal Welfare Association, the ASPCA and the San Francisco SPCA that will hold free-adoption events at more than 50 shelters on June 7 with a goal of 5,000 adoptions.
Multiple senators added personal testimonials about pet adoption and the public benefits of pet ownership. Senator Cortez said adoption reduces stress for humans and helps shelters manage capacity; Senator O'Hab recounted a longtime adopted dog that improved a family member's quality of life; Senator Chua Bogue and others urged budget support for local shelters and for spay/neuter and volunteer programs.
SR 44 was adopted by unanimous roll call (Ayes 38, No 0). The resolution is symbolic and urges statewide participation and outreach to support local adoption efforts.
