Council adopts guiding principles for citywide water and wastewater plan, launching facilities and financing study through 2004

The Los Angeles City Council on Dec. 14 adopted a set of guiding principles to guide an integrated citywide plan for water, wastewater and stormwater infrastructure through 2020. The plan will now move into a facilities-planning, financing and environmental review phase that city staff and participating stakeholders said will run through early 2004.
Bureau of Sanitation managers presented the guiding principles as a two-year, stakeholder-driven effort that included representatives from the Department of Water and Power, neighborhood groups, environmental organizations and business interests. The document is intended to set a vision for the city's water, wastewater and stormwater needs and to guide subsequent technical work, environmental review and financing strategies.
Dorothy Green of the Los Angeles and San Gabriel Rivers Watershed Council and Deborah Berg, representing steering-group participants, praised the process as unusually inclusive and said participants reached near unanimity on the principles after nearly two years of meetings.
Bureau staff said no specific construction projects or budgets were approved at the meeting; instead, the council endorsed the principles that will be used to frame a facilities plan, draft environmental impact report and financing plan. Staff said the facilities plan and financing study will identify candidate projects, costs and funding options and be brought back to the council with further environmental review.
The council voted to adopt the guiding principles; the recorded vote on the item was 11 ayes.
