Board adopts revised expulsion policy JGE after review of legal limits

The Centennial School Board adopted an updated expulsion policy, JGE, at its May 28 meeting after receiving staff research on statutory limits for expulsions.
Superintendent Owens told the board members a question had arisen about expanding the policy's definition of conduct that could trigger expulsion to include serious injury to someone other than a student or staff member. Staff presented research (including Oregon School Boards Association guidance) showing that expanding the definition beyond students and staff would exceed what statute authorizes. "Doing so, expanding the definition beyond students and staff, would expand the policy beyond what is legally authorized in statute," Owens said.
Board members discussed the legal research and the recommendation to retain the policy scope consistent with statute. A motion to adopt the revised policy JGE passed by voice vote.
The board indicated the change responded to a request for clarification and that the updated policy and accompanying administrative regulations and flowchart would be posted as a first step in formalizing the district's expulsion procedures.
