Parent urges revision of threshold rules for adding classes to keep class sizes equitable under redistricting

Rachel Kuberry of Blake Street spoke during public comment urging the district to revise the threshold formula used to decide when to open an additional classroom (a “bubble room”). Kuberry said the current thresholds create inequities because they leave a five-seat buffer per grade regardless of the number of sections in a grade, which can result in larger class averages at some schools.
She gave the example of an incoming third grade at Hurl'd Wyman (rising third) that, if it met the threshold, would have four sections averaging 18 students each; if it misses the threshold it could drop to three sections with 24 students each. Kuberry proposed adopting a per-classroom buffer (2.5 or 3 seats per classroom) rather than the current per-grade buffer to ensure equitable averages regardless of the number of sections.
She asked the committee to update thresholds before submitting the district’s MSBA Statement of Interest (SOI) and said adjusting the policy would align with redistricting goals of equitable class sizes. The committee acknowledged the request and said the thresholds and redistricting implementation would be topics for ongoing review.
