Economic development highlights sport tourism and housing programs; housing authority budget federally funded

Melissa Anguiano, the city’s economic development director, presented her department’s FY2025–26 budget at the May 28 workshop, reporting a proposed operating budget of about $3.1 million and emphasizing economic vitality efforts tied to sports tourism, retail growth and multiple housing programs.

Anguiano said the department is organized into economic development and housing (including the housing authority). She noted that housing programs — including housing choice vouchers, Community Development Block Grant (CDBG), HOME, CalHome and various rental assistance programs — make up roughly 75% of the department’s operating pie and that the Roseville Housing Authority budget (about $11.9 million) is separately budgeted and federally funded.

The department is not requesting additional positions or general fund adjustments for FY26. Anguiano highlighted priorities including sports tourism tied to the new soccer complex, attracting hotels and retailers, supporting small businesses and leveraging housing vouchers and state/federal grants to increase affordable housing. She said staff are awaiting notice on two state grant applications (CalHome and ProHousing) totaling just over $2.4 million and that the department will continue to pursue funding and partnerships to support affordable housing.

Council asked whether the housing authority budget is federally funded; staff confirmed the housing authority’s funds are federal and that FY26 is currently status quo for federal allocations. No council action occurred at the workshop.
