Council approves one Management District nomination, sends another back for new candidate

The council considered board nominations from Dickinson Management District No. 1 and took split action: it approved the district’s recommendation to appoint David Blackshear to position 5 (replacing Bridal Bishop) and sent the recommended appointment of Chad Rankin for position 4 back to the management district for a new nomination.
Council members discussed whether nominated individuals should appear in person to answer questions before appointment. One council member said Blackshear had prior board experience and had answered questions in a telephone call satisfactorily; another council member said he preferred nominees be present. The council ultimately voted to approve Blackshear’s appointment and to return the Rankin nomination to the district for replacement.
Council also discussed term limits and the management district bylaws; staff said the district’s bylaws were adopted in 2019 and board members’ terms were defined from that date forward and were not retroactively applied to earlier service.
Staff will notify the Dickinson Management District of the council’s action and request a replacement nominee for position 4.
