Bellbrook council adopts emergency supplemental appropriation at introduction; appoints Randy Bridge to zoning board

The Bellbrook City Council on May 27 adopted Ordinance 2025-O-09 at introduction to amend prior appropriations and immediately authorize supplemental spending for the 2025 fiscal year, the council said. The ordinance, introduced by Councilwoman Cyphers, cites unanticipated repairs to a 1995 ladder truck and the need to appropriate received grant donations for police and fire purchases.
City manager Rob told council that the ladder truck required unexpected repairs that exhausted much of the normal maintenance budget for fire apparatus. He said the additional fire appropriation requested was approximately $6,000 for that repair. Rob also said the Lions Club had donated $1,800 each to both the police and fire departments; those amounts are reflected in the requested appropriations.
The ordinance text states it is declared an emergency to address health, safety and the operation of municipal departments, and that it should take effect immediately upon adoption. The ordinance references adjustments detailed in an attached Exhibit A allocating funds to police and fire accounts.
On a motion to adopt Ordinance 2025-O-09 at introduction, the council recorded unanimous affirmative votes. Voting in favor were Councilman Ashley, Councilwoman Cyphers, Deputy Mayor Dr. Mary Havens, Councilman Hoke, Mayor Schweller, Councilman Harding and Councilman Greenwood. The motion carried.
Later in the meeting, the Community Affairs Committee recommended the appointment of Randy Bridge to the Board of Zoning Appeals and Property Review Commission. Council moved and seconded the appointment; the council voted unanimously in favor and the motion carried.
No further amendments or conditions were recorded for either the supplemental appropriation or the appointment. The ordinance states it was adopted in open session in compliance with Ohio Revised Code Section 121.22. The supplemental appropriations are effective immediately under the ordinance—s emergency declaration, enabling the city to proceed with the fire repair and to spend the received Lions Club donations for the intended police and fire purchases.
