Council tables decision on HGAC representative after debate over residency and representation

The Dickinson City Council voted to table an agenda item to designate a representative and alternate to the Houston-Galveston Area Council (HGAC) general assembly after extended debate on the record about representation, residency and the bylaws governing HGAC appointments.

Council discussion focused on two linked concerns: first, whether the agenda language related to HGAC’s General Assembly (GA) or to the HGAC Board of Directors (the latter being governed by caucus rules for cities under 25,000), and second, whether Councilman Johnny Simpson’s residency outside Dickinson affected his eligibility to represent the city to HGAC or to serve on the HGAC board. Council legal counsel explained that the selection rules described for board-director slots are set in HGAC bylaws and that selections to the board of directors are made by caucus processes; by contrast, the GA representative(s) can be designated by the council at will.

Council members expressed concern that removing an existing representative outside the prescribed timing could leave Dickinson without voice or vote at HGAC for months, potentially affecting regional grants and projects where HGAC plays a role—members specifically referenced Hughes Road and regional funding channels. After discussion, the council agreed to table the item and seek clearer legal/bureaucratic guidance to avoid inadvertently losing representation.

Public commenters raised residency concerns and asked the council to ensure representatives live in Dickinson. The council asked staff and legal counsel to provide targeted advice on the repercussions and the correct HGAC body referenced by the agenda item before taking further action.
