Amherst council adopts police fund increase, new noise rules and Quarry Creek TIF; acknowledges Amherst IC audit

The council voted to increase appropriations in the law enforcement trust fund for future purchases of police-related equipment and vehicles and declared an emergency, adopting ordinance O25-11. Councilmembers voted to suspend the normal three-reading requirement and approve the ordinance on first reading.
The council also adopted two ordinances revising the city’s noise code. An amendment to establish noise performance standards was adopted as ordinance O25-12 after a motion by Councilmember Heberling and a second by Councilmember Dembinski. A related amendment regarding unnecessary and excessive noise passed as ordinance O25-13 (motion by Councilmember Dembinski, second by Councilmember Wacholz).
Councilmembers approved an ordinance creating the Quarry Creek tax increment financing incentive district (ordinance O25-14), declaring certain improvements a public purpose, specifying infrastructure that benefits the parcels, and establishing a municipal public improvement tax increment equivalent fund for deposit of required service payments.
Separately, the council moved to acknowledge receipt of the Amherst Improvement Corporation (Amherst IC) basic audit for 2024; that acknowledgement was approved by voice vote.
All roll-call votes on the adopted ordinances recorded unanimous support by the council members present. The council clerk recorded each ordinance number as O25-11 (law enforcement trust fund), O25-12 (noise performance standards), O25-13 (unnecessary/excessive noise), and O25-14 (Quarry Creek TIF).
