Henrico County on May 27 issued a request for interest seeking master developers and operators for an arena-anchored mixed-use development on the former Best Products headquarters site near Interstates 95 and 295 and East Parham Road.
"This prime site offers" opportunities for an entertainment venue of scale, the county manager told the Board of Supervisors, and the county has dubbed the solicitation "best products we imagine" pending submissions from development teams. The board paper said responses are due Monday, July 28.
County officials said the RFI package totaled about 360 pages and aims to attract proven, capitalized development teams. The manager told the board the county expects the project to be transformational for the region and said anticipated construction could "possibly" generate 8,000 jobs and about $1.4 billion in economic impact at buildout. Dennis Bickmeyer, a county official working on the RFI, said the solicitation is the second time the county has used this RFI process for a large site and referenced an earlier RFI that led to a partnership with Prep Baseball Report at Glover Park.
The county said the RFI allows respondents creativity in proposing an arena-anchored district. No developer was selected at the meeting; the county will review submissions received by the July deadline.
