The Pharr Planning and Zoning Commission on an undisclosed May 2025 date voted to recommend approval of six land‑use items and will forward them to the City Commission for final action on June 2, 2025 at 4 p.m.
City staff told the commission that the requests largely met the city’s land use plan and site requirements, that mailed notices and a legal notice were published in advance and that staff received little or no public response. Commissioners moved and seconded approval on each item and the motions carried.
The commission recommended rezoning two properties from Agricultural and/or Open Space District (AO) to Limited Industrial District (LI). The larger site, described by staff as about 56.59 acres at 400 East Highline Road and identified as Lots 371 and 372 of the Kelly Farm subdivision, would be used to develop a cold storage warehouse (applicant: Hap Associates Inc., representing Suco Family Limited Partnership). Staff told the commission the property is designated for industrial use in the land use plan and recommended approval; no written responses were received to mailed notices (seven letters) or the legal notice (published 05/07/2025).
A second rezoning recommendation covered a 3.45‑acre parcel associated with an addition to an existing cold storage warehouse, described as being at the rear portion of 1400 East Highline Road with a physical address of 1529 West Anaya Road (applicant: Hap Associates Inc., representing ECS McAllen Propco LLC). Staff said the parcel also conforms to the future land use plan; seven surrounding property owners were notified and staff received no responses.
The commission recommended approval of a special use permit to allow a towing company in the General Business District (C) at 1403 North Sugar Road (legal description: 3.3 acres, Lot 1, Dura Subdivision No. 2). Staff said all inspections were complete and approved; eight surrounding property owners were notified and the legal notice was published 05/07/2025. Staff recommended approval of the special use permit for a one‑year period.
Separately, commissioners recommended approval of a conditional use permit to allow outside storage of materials and equipment for Thunder Towing at 1106 West Albrecht Avenue (Lot 4, Albrecht Business Park). Staff and fire code officials recommended approval subject to compliance with city ordinances; nine surrounding property owners were notified, and staff received one written response in opposition.
The commission also recommended preliminary plat approval for two subdivisions. The first, the proposed SRS Subdivision, concerns a 3.06‑acre tract (described out of Lot 117, Kelly Farms subdivision) and would allow warehouse and office uses; staff recommended approval subject to standard conditions. The second, described as "Pimaiglesia Bautista and Las Milpas subdivision," is a proposed preliminary plat on roughly 3.12 acres (out of Lot 315, Kelly Park subdivision) for an existing church; staff recommended approval and applicants were present for that item.
