The Quincy Zoning Board of Appeals on May 27 allowed the withdrawal of an application to construct a one‑car garage and mudroom at 132 Shore Ave.
Architect Douglas Jack, representing homeowners Peter and Son Bargainty, told the board the addition would attach to an existing driveway and provide a mudroom and storage so the homeowners could avoid treacherous winter walks to their car. Jack said the proposed garage would be set off the house to preserve a bedroom window and that the structure would be about 5 feet from the west property line as shown on the updated plan.
Neighbors urged the board to deny the request rather than grant a variance. A resident speaking in favor of the garage said the household needs a direct‑entry garage for safety after an earlier fall; neighbor Mark Whalen of 128 Shore Ave said a 5‑foot setback is “way too close,” raised concerns about emergency access and said the proposal included features beyond the letter of intent (a mudroom) such as a sunroom and a hot tub shown on the floor plan. A Department of Public Works memo on the file said DPW reviewed the project and “have no comments.”
After discussion the applicant asked to withdraw, and a board member moved to allow withdrawal. The motion was seconded and the board voted in favor.
The case is recorded on the meeting agenda as ZBA 25‑19 (Ward 1). The transcript shows neighbors and at least one public official pressing the board for stricter adherence to setback standards and for consideration of seawall and emergency access issues; the applicant said the design had been revised to reduce impacts and to keep the garage set back from the street.
The board accepted the withdrawal; no variance or finding was granted on the record.
