Clemmons council adopts tax-collection resolutions, schedules budget and zoning hearings, approves sale of municipal property

At its May 27, 2025 meeting the Village of Clemmons Council took several routine but formal actions, adopting two tax-collection resolutions, scheduling public hearings on the coming fiscal year’s budget and a zoning map amendment, and authorizing a municipal property sale.
The council unanimously adopted Resolution 2025-R-05 to authorize collection of 2025 taxes and Resolution 2025-R-06 to authorize collection of 2024 and prior-year taxes as presented on the meeting agenda. Both motions passed on unanimous votes.
Manager Gurnell presented the proposed fiscal year 2025-26 balanced budget and said the document in the council packet was ready for a call for public hearing. The council voted unanimously to call a public hearing on June 9, 2025, at 6 p.m. at Village Hall to consider adoption of the budget ordinance and to set the stormwater utility fee rate.
The council also set a public hearing for a zoning map amendment (ZMA-25-2) proposed by Nova Triad Partners LLC for property at 2590 Old Glory Road. The hearing was scheduled for Monday, June 9, 2025, at 6 p.m. at Village Hall.
In manager’s reports and subsequent action, the council authorized the sale of municipal property at 2838 Harper Road. The village had run the required upset-bid process after receiving an offer; no additional offers were received during the upset-bid period. The council adopted Resolution 2025-R-07, authorizing the mayor and clerk to execute the offer to purchase and contract for the vacant land, with the village attorney to finalize minor contract revisions.
All of these items passed on the record as motions and voice votes recorded in the meeting minutes. The budget public hearing and the Nova Triad zoning public hearing are both scheduled for the June 9 meeting at 6 p.m., per motions that included time and venue as part of the motion language.
