The Board of Public Works for Waukesha City on May 22, 2025 voted to reject the lone bid for the West Sunset Drive bridge rehabilitation project after staff reported the single bid exceeded the project budget, placed the Les Paul Performance Center improvements rebid on hold for additional review, and approved payments presented on the consent docket.
Staff said bids for the West Sunset Drive bridge (received May 16, 2025) included a single proposal for $350,882.71. Because that single bid exceeded the budget and staff judged bid prices to be elevated, the board voted to reject the bid and directed staff to pursue rebid or other procurement options.
On the Les Paul Performance Center improvements project — a rebid whose results staff said needed further coordination with park and forestry staff and budget review — the board agreed to hold the item until the next Board of Public Works meeting to allow staff additional time for review.
The board also approved five payments under agenda item 5A. A board member raised a minor formatting error in the summary sheet (incorrect comma/period placement) but no substantive questions about the payments were raised.
Votes at a glance - 6A: West Sunset Drive bridge rehabilitation — reject sole bid ($350,882.71) — outcome: rejected (recorded ayes to reject: Steve Cassens; Kevin Riley; Joe Piper; O'Donnell). - 6B: Les Paul Performance Center improvements (rebid) — motion to hold until next meeting — outcome: held (recorded ayes: Steve Cassens; Kevin Riley; Joe Piper). - 5A: Approval of payments (five payments listed) — motion to approve — outcome: approved (recorded ayes: Steve Cassens; Kevin Riley; Joe Piper; O'Donnell; Vande).
Procurement context Staff told the board that receiving only one bid, plus the bid amount being over budget, led to the recommendation to reject the West Sunset Drive bid; the board accepted that recommendation. For the Les Paul project, staff requested additional time to reconcile scope, finances and coordination with Parks/Forestry before awarding a contract; the board agreed to defer action.
Next steps Staff will rebid or rework the West Sunset Drive project scope to improve competitive pricing and will return the Les Paul project to the agenda after further review. The approved payments will be processed per city procedures.
