The City Plan Commission on May 22 approved an amendment to the conditional use permit for Meadowood Apartments (District 4) to allow a new 3,000-square-foot clubhouse, freestanding garages and associated site work.
Applicant presentation and scope: Architect Tori Hannon and representatives of LD Property Management described the project as site improvements to an existing multifamily community built in the early 1990s. The proposal includes a roughly 3,000-square-foot clubhouse tucked between the existing apartment buildings, five freestanding garage structures providing a total of 44 garage bays, and increased parking for the complex. The developer said the garages will provide power for door openers and lights but are intended for vehicle storage, not as habitable spaces or “hangouts.” Peter Wisniewski of Tempo Contracting said the clubhouse fire pit will run on gas with concrete surrounds and will be equipped with timers and safety lockouts.
Staff concerns and conditions: City staff noted a water-utility memo indicating some existing water-meter setups at the property do not meet current standards. Staff recommended that any noncompliant meter issues be resolved with the water utility as part of the building-permit process for the affected buildings and that the commission establish conditions of approval this evening. Staff said interior renovations to individual buildings are a separate permitting pathway that will address meter compliance where needed.
Public questions and details: A nearby resident asked whether the units were apartments or condominiums; the applicant said the development consists of rental apartments and clarified unit mix during the hearing. Commissioners questioned the garage configuration and the clubhouse access system; applicants said the clubhouse would be key-fob controlled with hours set by the owner and that garages would have electric openers and lights only. The applicant confirmed that rental-management company LD Property Management will maintain the clubhouse and grounds; event rentals would require a deposit and possible nominal fee.
Action and vote: The commission moved and seconded to establish conditions of approval and to proceed; roll-call votes recorded unanimous support among those present. Staff will incorporate water-utility meter corrections as a condition for building permits related to the project.
