Commission renames City Librarian to Director of Library Services, updates job description

National City — The Civil Service Commission on May 14 voted to change the City Librarian job title to Director of Library Services and to update the job description, which had not been substantially revised since 1973.
Staff explained the change aligns the library position title and qualifications with contemporary standards used by other city departments and peer agencies. The proposed revision updates duties to reflect modern library operations and raises minimum qualifications to a master's degree in library science from an American Library Association-accredited institution for the director role where that credential is typical.
Why it matters The title change separates library leadership responsibilities from community-services duties and clarifies that the role focuses on library programs, operations and administration. Staff said this separation was intended in part to avoid diffused oversight that had previously combined library responsibilities with other community services activities.
Commission discussion and outcome Commissioners noted the longer history and past management structure and were told the current appointee, Danielle Gioque, holds the updated credentials. The commission approved the title change and updated job description.
Implementation HR will publish the updated title and job description and the Library / Community Services department will proceed under the new nomenclature.
