The plan, developed over 18 months with Agnew | Beck as consultant and funded in part by the Community Foundation and state technical-assistance funding, concluded the study area (roughly the Tahoe-Truckee Unified school district boundary) currently contains an estimated 78 unserved households and a disproportionate share of chronically homeless individuals. "I truly believe that homelessness is caused by lack of housing," Jasmine Breaux, program manager, said during the presentation.
