Residents tell Mapleton City Council new development runoff is flooding neighbors, request stormwater plan review

Residents urged the Mapleton City Council to require builders to disclose where stormwater will flow after recent grading and said runoff from a nearby subdivision is flooding older homes and creating safety hazards. At the meeting a resident said, “Owning property does not give you the right to flood your neighbor's property,” and asked that future building permits include a stipulation that “builders must show where the water is going to go.”

Another resident who identified a neighborhood folder of photos said children have been entering water in the development area and on several occasions it has reached waist height, raising safety concerns. From a legal perspective a speaker said they were “concerned about Clean Water Act issues” and asked the council to confirm that an approved stormwater management plan is being maintained and operated as intended.

Council staff said they would follow up. A staff member said the city would “get with Rob and the appropriate people and have those discussions and get back to you and have some meetings on-site to get some worked out here.” The exchange occurred during public comment, and speakers asked the city to provide the stormwater plan documents they said had been approved.

The comments combined property-rights points — that owners must drain their land but not onto neighbors — with requests for clearer permitting requirements and enforcement. Residents asked the council to require builders to show drainage routing before permits are issued and to confirm ongoing maintenance of stormwater controls required by Mapleton City code.

The council did not take formal action on the record at the meeting; staff committed to follow up with site visits and conversations with the administration and public works staff.
