The Municipal Civil Service Commission met on Wednesday, May 21, 2025, in the Council Conference Room and approved standardized promotion wording for three Department of Public Works management job specifications, directed recruitment steps for several open positions, established and extended multiple civil-service eligible lists and set examination dates for June.
Commission staff told the commission they would standardize the promotion wording for manager of refuse collection, manager of sewers and manager of streets so the promotion qualifications read the same for all three positions: one year of permanent status as an employee in the Department of Public Works or Parks and Recreation and a supervisory or engineering title in the civil service classification at grade 11 or higher. Commissioners approved the change without recorded roll-call votes.
The commission discussed where to advertise several openings. Staff reported that the school district had asked that the employee benefits clerk vacancy be posted to New York State because it is urgent to fill. Commissioners directed staff to begin recruitment with a preference for Westchester County candidates and to expand to a statewide posting if the county pool proves insufficient. The New Rochelle Public Library requested permission to post a part-time treasurer position to New York State; commissioners instructed staff to prioritize a Westchester-area pool first and to post statewide if necessary.
The commission established multiple eligible lists returned from state testing. Staff asked to establish the following lists for one year (through May 21, 2026): Senior Systems Engineer (list number 2676), Senior Systems Engineer for New Rochelle Public Library (list number 2677), Systems Engineer (list number 2678), Senior Network Specialist (list number 2679), Bookkeeper (list number 2680) and Senior Account Clerk (list number 26681). Commissioners approved establishing these lists for one year.
Staff also moved to establish a police officer list from candidates who completed the agility component; several candidates excused from the scheduled agility will take the test in Yonkers on May 31, and staff said those candidates would be added to the list if they pass. Commissioners approved establishing the police officer list with that exception noted.
The commission extended several existing eligible lists for an additional year and set specific new expiration dates: Accounts Receivable Specialist (open competitive list number 2577) extended to June 28, 2026; Community Service Officer (open competitive list number 2618) extended to June 26, 2026; and Litigation Assistant (open competitive lists 2530โ2556) extended to June 15, 2026. Commissioners approved the extensions.
Staff reviewed the June examination schedule: on June 14 the Police Sergeant promotion exam will be held in the Rotunda with 16 candidates; also on June 14 promotions including manager of refuse, assistant superintendent of refuse, senior automotive mechanics and fleet manager will be held in this building (B1). On June 28 promotions for fire lieutenant and fire captain and an electrician exam for the Board of Education will be held. Staff said they may request additional space at Albert Leonard to accommodate the number of candidates. The commission confirmed the June 25 meeting date and adjourned at 3:43 p.m.
