Parks and recreation plans maintenance-first FY26 budget; pool rebuild bids near final plan check

Parks and Recreation staff reviewed FY25 accomplishments and FY26 priorities, highlighting completion of Leroy Jackson Park improvements, tennis-court lighting, and a number of maintenance purchases. Staff also reported progress on the Penny Pool rebuild and two Community Development Block Grant projects.
Parks Director (presented as Nerissa) said the Leroy Jackson Park project added a walking path, solar lighting, shaded seating, drinking fountains along the path, a new bathroom/concession building at the softball complex and repaired tennis courts. "It's actually very well lit," she said, noting evening use by pickleball and tennis players.
Staff identified multiple equipment purchases approved in the current budget year, including a top dresser, aerator, sweeper, tractor and other turf equipment, and reported two 25-ton HVAC units replaced at City Hall, serving the server room and protecting electronic infrastructure.
On grant-funded work, Parks staff said the city submitted applications for a shaded spectator structure at the skate park and an inclusive playground for Freedom Park under CDBG funding. The Penny Pool rebuild project is in final plan check; staff said solar drawings remain under review to inform a separate procurement for solar work and that the project will be bid without solar while staff finalizes the solar solution.
Staff confirmed one vacant full-time cultural-arts coordinator position (one staff member is on maternity leave) and said seasonal staffing continues. Maintenance work anticipated in FY26 includes sod replacements at Shetland and other fields, painting and fence work, soccer concession renovations (with donated labor), and resurfacing of basketball courts.
Ending: Parks leaders said FY26 focuses on maintenance, completing CDBG projects and moving the pool rebuild through final plan review to procurement and construction.
