West Bend Library director flags major HVAC repair and building-maintenance funding gaps

Library Director Steve reported that the library’s chiller—responsible for cooling much of the lower-level public space and children’s area—failed and required replacement panels. Steve said he approved $20,000 for panel repairs so the system can continue operating in the near term.
During the discussion board members raised concerns about longer-term replacement costs and capital planning. A vendor’s earlier quote to replace a Trane unit showed about $130,000; when Trane inspected the unit the company estimated replacement at roughly $500,000 for that unit, creating a large gap between prior CIP estimates and current pricing. The director said Trane will return to inspect both rooftop units and provide additional information on maintenance and replacement options.
Board members discussed how the city’s capital improvement plan (CIP) and general fund interact with library building needs. The transcript records members noting that the citywide CIP pool is limited and that the library’s building maintenance fund has already been reduced by a series of large expenses; the board’s annual budgeted amount for building maintenance was cited in the meeting as $40,000. The director and board members urged clearer CIP planning with the city administrator and the common council so the library is not left paying for large unforeseen repair bills from designated collections or fund balances.
Other maintenance items mentioned included refurbishment of an automatic door actuator (estimated about $1,500) and completed sealing work on windows in the library tower. The director said some work (for example, door work) can be covered from remaining line items set aside for door replacements; the larger HVAC questions will likely require coordination with city administration and the CIP process.
The board agreed to put an agenda item forward so members can discuss and, if needed, vote on funding options for the panel repairs and other building items. The transcript records that the director had already authorized the immediate panel work to restore cooling, and that staff will prepare a one-page proposal for the board showing options and costs for formal consideration at a future meeting.
