Panel advances limited medical-cannabis shipping bill for seriously ill patients

Assemblymember Arons presented AB 1332, which the author said would create a narrowly tailored authorization allowing outdoor cannabis cultivators operating as microbusinesses to ship medicinal cannabis products directly to patients’ homes via an interstate commercial carrier when the patient holds physician documentation.
Pam Lopez of the Society for Cannabis Clinicians testified that a small population of roughly 4,000 to 6,000 very ill Californians rely on cannabis prescribed by physicians and face difficulty accessing medicinal products because small-batch medicinal producers find it unprofitable to distribute statewide. Lopez said the Department of Cannabis Control anticipated only minor and absorbable administrative costs because of the bill’s targeted scope.
Committee members offered brief supportive remarks, including a personal anecdote from one member noting a relative with severe Parkinson’s who cannot travel, and the author closed by requesting an aye vote. No primary opposition witnesses were recorded in the transcript. The committee moved and reported AB 1332 out on a roll call.
