Council warns of animal-shelter gap after Brigham City stops accepting stray dogs

Councilmember Greg Harris updated the council on an emerging animal-control problem: Brigham City, which historically accepted the cityʼs unclaimed dogs after three days, told Corinne it would stop accepting animals from other municipalities after June 1.

Harris said Corinne holds stray dogs for three days and typically posts them on social platforms and attempts to find owners. If no owner is located after that period the city previously transferred animals to Brigham City for sheltering and adoption. With Brigham Cityʼs change, Corinne currently lacks a local outlet to accept animals beyond the three-day holding period.

Councilmembers expressed concern about the operational and public-safety implications. Harris noted that the town has only a dozen or so animals a year that require transfer, but the problem becomes urgent when an animal is aggressive, has bitten a person, or otherwise raises public-safety concerns and needs to be sheltered or removed from the community quickly.

Council and staff said they are pursuing options, including contacting nearby municipalities and county services, but no definitive alternative partner or contract was identified at the meeting. The council asked staff to continue outreach to find a sheltering arrangement or other long-term solution and to report back with options.
