Commission adopts Parks & Recreation Master Plan 2025–2035 after public input

Patty, the consultant presenting on the master plan, told the commission the document was built from staff and public input and follows Texas Parks and Wildlife specifications. She said public outreach produced 238 online survey responses and that staff provided deed and inventory material incorporated into the plan.
“Every single one of you had a different focus for what you wanted in the parks, and it all fit together beautifully,” Patty said in her short presentation to the commission.
Eloy Avila, interim parks and public-works supervisor, introduced the consultant and described staff efforts to use the plan as a foundation for grant applications. Commissioners discussed how to avoid shelving the plan and how to align it with the upcoming budget cycle so priority items can be funded. The mayor and several commissioners urged that the plan be used to drive grant-seeking and budget proposals.
Commissioner Navarro moved to approve Resolution No. 2025-0520-002 R to adopt the City of San Benito Parks and Recreation Master Plan 2025–2035; Commissioner Morales seconded. The commission voted “Aye.” The motion passed.
The plan catalogs 12 parks, a trail system and indoor and outdoor priorities; it also includes administrative recommendations and an implementation roadmap intended to help the city compete for state and federal recreation grants.
Commissioners directed staff to present specific plan priorities for the next budget cycle so projects can be considered during budget development.
