The Dallas Board of Adjustment on Tuesday unanimously approved a special exception that lets a mixed-use property at 1616 Highline Drive operate with fewer on-site parking spaces than normally required by the Dallas Development Code.
The board granted the applicant’s request to provide 93 off-street spaces to serve the site — 28 on-site and 65 by remote valet agreement — after staff briefings and testimony from the applicant and nearby property owners. The board attached conditions requiring the valet stand to be located on the 1616 Highline property, compliance with the most recent submitted site plans, and a reassessment hearing 12 months after issuance of a certificate of occupancy.
Attorney Jonathan Vincent, representing the applicant, said the operator will dedicate valet parking in a new nearby lot and offered the 65 remote valet spaces as part of the project’s parking package. Vincent told the board the applicant revised its plan following questions raised during an earlier briefing and reduced the percentage shortfall to about 39 percent relative to the PD 621/Chapter 51 ratios.
Neighbor Diane Carson and others who testified on a different nearby case reiterated concerns about cumulative valet operations and overflow into adjacent private lots, but on this application board members said the on-site queuing area, the absence of on-street parking on the north side of Highline at the site, and the applicant’s remote-parking commitment reduced the risk of a traffic hazard.
The motion to approve included express conditions: (1) the special exception terminates automatically if the use changes or is discontinued; (2) the valet stand must be located on-site at 1616 Highline Drive; (3) the applicant must appear before the board for reassessment and final issuance of the special exception within 12 months of the building’s certificate of occupancy; and (4) compliance with the latest submitted site plans. The motion passed 5–0.
The board administrator will issue a decision letter to the applicant and will schedule the 12‑month reassessment as a noticed public hearing so neighbors may provide follow-up testimony on operational impacts.
