Lancaster County Planning Commission on Tuesday approved a set of zoning corrections requested by the town of Kershaw to resolve parcels that were never assigned a town zoning district when they were annexed.
Staff told the commission the corrections bring parcels into alignment with the town’s existing zoning pattern: commercial parcels near Southampton and Hilton would receive the town’s B3 or professional-business designations, and residential parcels would be assigned R6 to match adjoining properties. The county acts as the planning department for the town under an intergovernmental agreement and therefore hears these requests before Kershaw’s council takes final action.
During the public hearing, property owner Robin Smith asked questions about how zoning would affect property value and taxes and requested time to receive answers from staff. Commissioners handled the request by approving zoning for five of the six parcels and continuing consideration of 532 West Richland Street to the next meeting so staff can provide written responses to the owner’s questions.
The five parcels approved will be forwarded to the Kershaw town council for final adoption; the one continued parcel will be carried to the next planning commission meeting after the owner’s questions are addressed.
