Daggett County MBA awards $5.32 million clinic contract; to ask CIB to add X‑ray to scope

Daggett County Municipal Building Authority members voted May 20, 2025, to award the construction contract for the Daggett County Health Business and Community Center to Hadfield Construction, the apparent low bidder, in the amount of $5,320,000.

The award follows a review of bids and an engineer’s cost proposal presented to the authority. Bart, a consultant with Jones & DeMille, told the board the construction estimate included a $569,000 contingency and that the construction estimate presented to the CIB was roughly $6,280,000; received bids ranged from about $5.3 million to $6.7 million, with Hadfield Construction as the apparent low bidder. “Our recommendation, as the consultant, would be to award it,” Bart said.

The board also discussed seeking a change in scope from CIB (the funding authority referenced in the packet) on June 5 to allow the approved funding to include purchase of an X‑ray machine as part of the building’s capital infrastructure. Members said the MBA — not the health provider — would own the machine if the scope change is approved. The packet presented to the board listed an overall CIB award the board discussed as $7,233,000, of which the consultant read $5,786,000 was a grant and $1,447,000 a loan at 0.5% for 30 years.

Board members and staff discussed engineering and construction details the contractor will face, including a disagreement or question about the fill material specified for backfill and structural fill. Several speakers asked whether material from the county pit (described in the meeting as a 3‑inch minus material) meets the geotechnical report’s requirements (which the board discussed as potentially calling out a 3/4‑inch minus structural fill in some locations). Bart said the consultant and the geotechnical engineer would review the specifications and test results and coordinate any needed clarifications: “We’ll coordinate with the geotech on that and make sure we’re on the same page,” he said. He explained that large rock in the pit run material can make standard compaction testing harder but that there are alternate test methods and that, if required, 3/4‑inch material could be used under footings while using the pit material elsewhere to reduce cost.

The board also reviewed contractor references and due diligence. Bart said references returned strong recommendations and that staff had contacted the apparent low bidder to confirm they remained comfortable with their price. Board members discussed timing: the consultant said the contractor’s preliminary schedule showed mobilization in late June and completion near February of the following year; the bond closing was tentatively scheduled for June 24. Board members said they would not recommend starting significant construction before the bond closing but noted the contractor planned to mobilize near the end of June and that CIB would decide whether to allow scope changes on June 5.

Motion and vote: A board member moved to award the Daggett County Health Business and Community Center project to Hadfield Construction for $5,320,000; another board member seconded.
