The Carbon County Planning Commission approved a series of minor subdivisions and lot-line consolidations during its meeting, granting final or conditional approvals for four property actions and reviewing related county-staff files.
The approvals covered: a Pacnotti Enterprises subdivision in Banks Township that combines two tax parcels into a 1.453-acre lot; a lot-line consolidation at 81 Johnson Lane in the Tormented Trails area (to create a 0.867-acre tract) granted conditional final approval pending completion of survey and certification items; a 27.77-acre consolidation at the former golf course in Keira Township (owners listed as Donald J., Junior and Eric Eiffert) approved as conforming to minor final plan requirements; and other simple lot-line changes handled as minor matters.
County staff summarized each plan, noting typical checklist deficiencies on several submittals — missing surveyor bearings and distances, incomplete ownership certification and signature blocks, and absent survey seals — and recommended approval where the plan met township minor-plan requirements or conditional approval where missing certifications required remedy.
"It conforms to article 6 requirements of the Banks Township subdivision and it conforms to the requirements of the Banks Township zoning ordinance, and I would recommend approval," county planning staff member Ivan said while presenting the Pacnotti Enterprises item.
For the Tormented Trails consolidation, staff recommended conditional final approval because the plan was exempted from standard minor-plan procedures but lacked required certifications and tree-caliper mapping; the commission voted to grant conditional final approval and recorded the usual direction to correct outstanding certification and survey items before recording.
Other business on subdivisions: staff reported on a right-to-know file forwarded from the county commissioners involving two tax parcels in East Penn Township (232 Lochner Road and 1716 West Lizard Creek Road). The 1716 West Lizard Creek Road parcel had a historical 2011 preliminary major-subdivision file that was conditionally rejected and received no further submissions; staff listed the absence of recent permitting activity.
Commissioners also reviewed a marked-up draft of the Penn Forest Township subdivision and land-development ordinance sent by township officials. Staff said the proposed revision removes a prior requirement related to protection of trees of an 8-inch caliber, noting that repeated waiver requests had prompted the change.
The meeting record shows motions and seconding for each approval; where plan checklists were incomplete, approvals were conditioned on completing the listed certification, survey, and agency-permit items before final recording.
