Kalamazoo County Finance Director Ryan Post presented an accounts‑payable claims list totaling $5,334,922.39 and asked commissioners to approve claims of $5,123,120.66. Payroll disbursements totaling $4,260,593.22 were presented for review for payrolls dated May 15.
Deputy Chief Treasurer Tyler (last name not specified in the record) then delivered the county’s monthly investment report for April. He said the portfolio had a par value of $168,762,263.39 and a market value of $168,269,872.22, producing a mark‑to‑market variance of $492,391.17. For April the portfolio earned $668,692.14 on an average daily balance of $180,610,843.41, an effective monthly rate of return the treasurer reported as 4.5 percent (inclusive of realized gains, losses, maturities and amortization).
Deputy Treasurer Tyler said $433,029.10 of the April earnings related to the General Fund and Budget Stabilization pools (the general fund share about $427,000 and budget stabilization about $6,000). For the fiscal year to date the portfolio has earned $2,500,000 on an average daily balance of $173,306,939.46 for a year‑to‑date effective return of 4.39 percent; staff projected full‑year earnings of about $7,460,000 if current trends continue.
April 12‑month inflation figures cited to the Bureau of Labor Statistics were 2.3 percent, down from 2.4 percent in March; the treasurer noted the portfolio’s rate of return was higher than inflation for the period.
Earlier in public comment, Deputy Chief Treasurer Tyler provided data on tax‑exempt parcels in response to a commissioner question: there are 4,787 exempt parcels in the county (about 4.75 percent of more than 100,000 parcels countywide). Within the City of Kalamazoo, 1,722 parcels of 23,513 (about 7.32 percent) are exempt. By acreage, exempt parcels make up about 41,222 of 365,000 county acres (approximately 11.25 percent countywide); within the City of Kalamazoo the exempt acreage was reported as about 36.23 percent.
Director Post invited questions about the claims list and finance figures; commissioners thanked staff for responsiveness and clarity.
