San Jose council unanimously backs resolution urging digital recognition of Vietnamese heritage flag emoji

The San Jose City Council on May 20 unanimously approved a consent-calendar resolution asking major digital platforms to recognize the heritage/freedom flag of the former Republic of Vietnam (a yellow field with three red stripes) as an emoji.

The resolution, pulled briefly from the consent calendar for discussion by Councilmember Duane and then returned with the rest of the consent items, asks digital platforms to consider creating an emoji honoring the history and identity of Vietnamese Americans. The motion passed without recorded opposition.

Why it matters: Speakers told the council the flag is a powerful symbol for many Vietnamese refugees and their families and that a designated emoji would give the community a visible shorthand in digital communication. Dozens of residents and community leaders urged the council to support the request during the public-comment period, saying the emoji would recognize cultural identity and honor those who fought and fled during and after the war.

City response and vote: After public comment, Mayor Mahan thanked speakers and said the council was proud to represent “the city with the single largest Vietnamese community outside of Vietnam.” The council returned to the consent calendar and the motion to approve passed unanimously.

What the resolution does not do: The city’s action is an expression of advocacy to digital platforms; it does not change Unicode policy or compel platform operators to add the character. The resolution is symbolic and intended to accompany community outreach and advocacy to the Unicode Consortium and platform companies.
