Deputy Director Howard DeShields explained the county received competing bids for the project and the second‑low bidder, Argonaut, protested irregularities. Argonaut’s representative argued that the apparent low bidder failed to provide evidence of competency at bid time; Argonaut said it fully complied with bid requirements. Director DeShields said the missing documentation was supplied after the bid opening but before award, and he treated it as a minor irregularity and waived it in favor of awarding to the lowest responsive responsible bidder.
Argonaut’s representative objected at the bid protest hearing, but the board voted to affirm the director’s determination and award the contract to CSI Construction (the apparent low bidder). The motion carried unanimously.
The board’s vote resolves the county’s protest review and allows the Department of Transportation to move forward with awarding the contract and scheduling construction for the aircraft parking apron rehabilitation.
