Southfield City Council on May 19 authorized the chairman of the Southfield Brownfield Redevelopment Authority and the mayor and city clerk to execute an estoppel, recognition and subordination agreement with Arbor Realty SR Inc. and Northland City Center. The documents will allow the developer to obtain takeout financing and proceed with construction activity for Phase 1A of the Northland redevelopment.
City Administrator and developer report City staff and counsel reported the documents have been reviewed by the city attorney and bond counsel (Miller Canfield), and council approval was conditioned on final legal concurrence. Developer representatives said they plan to open leasing for residential units and had secured preliminary retail leases; they indicated a target for unit marketing and pre-applications in early June and hoped to open some retail and residential spaces toward the end of the summer.
Why it matters The Northland site is a major redevelopment intended to bring residential, retail and entertainment uses to the former mall site. The estoppel and subordination agreement protect lenders in the takeout financing phase and clear the way for the next tranche of construction and leasing activity.
Council action Council voted to approve the authorization, with staff noting final execution would be subject to concurrence and any remaining adjustments by legal counsel.
Implementation and timeline Developer stated they were marketing leases, have signed preliminary retail commitments and planned to accept residential pre-applications on June 2, with an anticipated opening late in the summer for initial phases. Staff will finalize documents and report back if any substantive changes arise.
