White County Commission approves package of resolutions including road additions, budget amendments and GPS monitoring contract; opioid grant sent back to panel

The White County Commission approved a package of resolutions on multiple county financial and administrative matters and sent an opioid-grant resolution back to committee for further explanation.

The commission voted unanimously on a slate of resolutions that included adding Hardy Ridge Road and Dairy Barn Road to the county highway list; approving the sale of a surplus library copier; authorizing an agreement with Community Probation Services LLC to provide GPS-monitoring services for the sheriff’s department; closing and reestablishing solid-waste funds; transferring $557,000 from a highway capital projects fund after two bridge projects were completed; and a series of general-fund appropriations for equipment, maintenance and summer-school programs. Roll-call votes on the package were recorded as 14 yes, 0 no on each measure.

The bulk of the package came from the budget committee. “This is closing the solid waste disposal fund,” said Chairman Goff as he summarized several linked measures to move remaining landfill-sale proceeds and other balances into a newly created solid-waste and sanitation fund and to close legacy accounts. The budget resolutions also moved $557,000 from a highway capital projects fund that had supported two Roberts Matthew Highway bridge projects now complete.

The general-fund amendments included specific appropriations: $50,000 for courtroom security equipment; $40,000 for drugs and medical supplies; $13,500 for parks and recreation mowing; $197,000 to central maintenance for parts, supplies and equipment; and $25,000 from restricted data-processing fees for new clerk’s office computers. Separate budget measures approved $7,500 to diagnose a pump failure for the Hickory Valley Volunteer Fire Department and a reimbursement of $3,712 to the Doyle Volunteer Fire Department for 75% of a primary-truck repair. The commission also allocated surplus-equipment-sale proceeds ($70,000) and approved allocations from the general-purpose school fund: $74,000 for summer-learning-camp transportation and $410,000 for summer-school teacher pay.

Commissioner Roger Mason summarized one administrative measure as “a resolution authorizing agreement with Community Probation Services LLC for the GPS monitoring services for the sheriff’s department.” That agreement was approved as part of the roll-call votes.

Separately, the commission approved the annual unclaimed-property remittance resolution and confirmed a slate of notaries public. For the opioid grant resolution (Resolution 45-0 5 20 25), the sheriff asked for additional explanation of how the resolution had been written; commissioners voted to return that item to committee for revision and discussion rather than approve it at this meeting.
