Angola City Council advances zoning changes, adopts stormwater rules and approves bond authorizations; other measures pass

The Angola City Council on Monday, May 19 adopted several ordinances and approved a package of administrative measures, including authorization steps for water and sewer revenue bonds and a redevelopment appropriation.
Council members moved quickly through consent and ordinance readings during the meeting. Among the actions the council adopted were third-reading approvals of a zoning map amendment west of South Golden Lake Road and an amendment to the city stormwater management code. The council also approved second-reading measures authorizing the issuance of waterworks and sewage revenue bonds and took first-reading action on an additional-appropriation ordinance for the Redevelopment General Fund.

- Ordinance No. 1775-2025 (additional appropriation, Redevelopment General Fund): Public hearing opened and closed; first reading conducted and approved (voice vote). The ordinance would add appropriation authority to the redevelopment fund; the public hearing received no in‑person speakers.
- Ordinance No. 1776-2025 (second reading): Authorizing issuance of waterworks revenue bonds to fund additions and improvements to the municipal waterworks. Outcome: advanced on second reading (voice vote).
- Ordinance No. 1777-2025 (second reading): Authorizing issuance of sewage works revenue bonds for sewer system additions and improvements. Outcome: advanced on second reading (voice vote).
- Ordinance No. 1778-2025 (second reading): Vacating Thunder Drive (see separate story). Outcome: adopted after roll-call vote; recorded roll call shows three ayes and two nays (see full actions below).
- Ordinance No. 1779-2025 (first reading): A zoning map amendment for West Prospect (first reading adopted by voice vote).
Other approvals - Agreement with City Bank of Hawaii for a façade/rehabilitation assistance to property owner Sean Milliston at 85 South Public Square, not to exceed $10,000. The owner was present at the meeting and the council approved the request.
- Memorandum of understanding with Downtown Angola Coalition (dba Angola Main Street) for the 2025–2027 period carrying city support that had been budgeted at $40,000 over three years; council approved the MOU.
- Accounts payable: The council approved accounts payable vouchers 74,238 through 74,454 totaling $995,827.08, including approximately $200,000 in vouchers related to the purchase of the Fairhaven development property near the wastewater treatment plant. Closing for that purchase was reported as scheduled for Thursday of next week; the city expects possession January 1 of next year.
Process notes and voting mechanics Most ordinance votes were taken by voice ("all those in favor say 'aye'") and did not produce a recorded roll-call in the minutes for each item; the Thunder Drive vacation was decided by a roll-call vote (detailed in the separate Thunder Drive article). What’s next Several adopted and advanced ordinances will require administrative follow‑up (ordinance enactment, bond-closing steps and any needed contract or finance actions). The city manager and staff were asked to provide maps or additional documentation where clarifications were requested during discussion.
