The Catawba County Board of Education approved a three-year contract with the Catawba County Council on Adolescents to deliver puberty and reproductive-health education to students in grades six through nine.
District staff said the Council’s content aligns with state "helpful living" (healthful living) standards and satisfies state legislative requirements for reproductive-health instruction. The contract term is three years and costs $37,050 annually; funds were identified from the district’s curriculum and instruction budget.
District staff told trustees that parent permission is required for any student’s participation. The Council’s programming runs four days for grades 7–9 and three days for sixth grade, per the presentation. Presenters told trustees that, based on principals’ reporting, typical opt-in counts are “three to five students per grade level per school” — the presenter characterized the number as an opt-in figure because the program requires signed parental permission.
A motion to approve the 2025–28 contract was moved and seconded and carried unanimously by show of hands.
Trustees asked staff about the program’s duration, parent opt-out procedures and how nonparticipating students are supervised; staff said nonparticipants are assigned to alternate classes during the instruction block. Staff also said the district has used the provider for about a decade.
