Board tables Edward Stone and Burlington High handbooks after extended discipline-policy debate

The Burlington Community School District board on May 19 voted to table proposed handbooks for Edward Stone Middle School and Burlington Community High School after extended discussion focused on discipline procedures, suspensions and consistency across buildings.
Superintendent Bridal Johnson and handbook coordinator Stephanie led a review of proposed changes to discipline charts in the middle- and high-school handbooks. The central area of debate was the set of prescribed suspension ranges for categories such as bullying/harassment, fighting and possession, distribution or sale of controlled substances or look-alikes.
Board members and principals discussed whether the handbooks should use fixed suspension ranges, allow administrative discretion or adopt consistent language between middle and high school. Director Ross and others urged clearer language so the public could see when district hearings would be expected; administrators said they had intentionally left room for progressive discipline and case-by-case decisions.
Specific questions included whether a "founded" bullying determination should trigger one set of days, and whether fighting should carry a district hearing; speakers noted a likely need to add clarifying definitions (for example, differentiating minor theft vs. serious theft) and to add missing or inconsistent numbering in the charts. At one point board and staff agreed the middle-school chart had a typographical numbering gap that needed correction.
Board members asked for a focused work session to hear principals' perspectives and to review discipline procedures side-by-side; the motion carried. The board directed staff to schedule a work session that would include the two building principals and the superintendent and to bring revised language and clarifications back to the board for formal action at a future regular meeting.
The board separately approved multiple collective-bargaining handbooks and employment handbook updates during the meeting, but returned the Edward Stone and Burlington High handbooks to a work-session process so board members and building administrators could reconcile differences in discipline expectations before final approval.
