Board adopts Option B alternate accountability model for Catawba Rosenwald

Lee Miller presented and the board approved Option B as the alternate accountability model for the Catawba Rosenwald Education Center for 2025–26.
Miller said Option B has been used for several years: students’ test scores are “sent back from those students to their base school,” and Rosenwald receives an alternate school grade correlated to the base school’s largest subgroup. The Option B rating uses a 20/20/60 formula — 20% persistence (student retention), 20% achievement and 60% student growth — and produces a school designation of progressing, maintaining or declining.
A board member moved to approve the 2025–26 alternate accountabilty model for Catawba Rosenwald using Option B; the motion carried unanimously. Miller noted approving Option B is an annual decision.
The discussion also included Miller’s note that he had researched bullying-prevention programs for the district and would detail those options separately to the board.
