Bettendorf City previews May 20 agenda including budget amendment, rezoning and transit paratransit hearing

The Bettendorf City Committee of the Whole on May 19 previewed the agenda for the regular City Council meeting on May 20, including a public hearing on a fiscal‑year 2024–25 budget amendment, a hearing on proposed changes to Bettendorf Transit’s ADA complimentary paratransit policy, and consideration of a professional services agreement for I‑80 and Middle Road improvements.

Angie Sharp, community engagement manager for Bettendorf City, said the Committee of the Whole met to discuss the items council will vote on at the regular meeting. The Committee of the Whole convened at 5 p.m.; the council’s regular meeting is scheduled for 7 p.m. on Tuesday, May 20, at City Hall in downtown Bettendorf.

Sharp said the agenda includes a public hearing and a subsequent vote on a resolution amending the city’s current budget for the fiscal year ending June 30, 2025 (fiscal year 2024–25). That item appears as the first public hearing on the regular meeting agenda.

The agenda also includes a resolution setting a date for a public hearing on proposed changes to Bettendorf Transit’s ADA complimentary paratransit service policy; Sharp directed listeners to details in the council packet (page 89). The council is scheduled to take action on that resolution following the public hearing.

City staff will present a proposed professional services agreement with HDR for the I‑80 and Middle Road city‑funded improvements project; packet details are on page 195. Sharp noted the agreement appears on the consent agenda alongside other consent items.

The packet lists multiple land‑use items for first readings: rezoning of property described as north of Forest Grove Drive, west of Wellsbury Road and south of Interstate 80 from A‑1 Agricultural/Urban Reserve District to R‑2 Single‑Family Residence District, and a separate rezoning of the same area to C‑3 General Business District. The council is scheduled to vote on the first reading of each ordinance; Sharp outlined that ordinances require three votes over separate meetings to be adopted, whereas the budget resolution requires a single vote.

Additional code and ordinance items include a public hearing on proposed amendments to the city code’s commercial and parking permitted use table (first reading), the first reading of an ordinance amending the section of city code titled “location of polls—council authority,” and the third and final reading of a sign ordinance. Sharp said the consent agenda for the May 20 meeting includes 14 items.

Sharp closed by reminding residents the meetings are open to the public, that meetings are livestreamed on the city’s YouTube channel, and that residents can sign up for meeting alerts and city communications via the city website.
