Dental Board hears update on governor's DCA reorganization plan and telework directive

At its May 14, 2025 meeting, the Dental Board of California received an update on Department of Consumer Affairs (DCA) activities, including the governor's proposed reorganization plan to split the Business, Consumer Services and Housing Agency into two agencies and the statewide executive order increasing minimum in-office days for state employees.
Assistant Executive Officer Christy (Christie) Bell summarized the DCA briefing submitted for the board. The governor's reorganization plan would create a California Housing and Homelessness Agency and a Business and Consumer Services Agency; if enacted, the Business and Consumer Services Agency would oversee DCA and other consumer-affairs programs. The reorganization plan was submitted to the Little Hoover Commission on April 4 for roughly a 90‑day review; the commission will draft a report and the Legislature will have 60 days to consider and accept or reject the plan. If not rejected, the reorganization would be created in July 2025 with a transition year and become operative on July 1, 2026, if the statutory process is completed.
Bell also briefed the board on Governor Newsom’s March 3 executive order requiring most state employees to increase in-office work to four days per week beginning July 1, 2025, and on California Department of Human Resources guidance allowing case-by-case exceptions. Bell said DCA and boards have been holding biweekly meetings to address space and staffing impacts and that the Dental Board currently reports sufficient office space for staff but continues to coordinate with CalHR on implementation details.
Bell announced Levi Hull’s appointment as DCA’s new compliance and equity officer. Hull will coordinate department-wide quality improvement, planning and training services, internal audit and equity efforts, and serve as a liaison to DCA’s diversity, equity, inclusion and accessibility steering committee.
Board members asked about office-space impacts; board member Robert David was told the Dental Board currently has adequate space for the return-to-office requirement. Bell said DCA is working with programs to minimize operational impacts and will keep boards informed.
