The Vestavia Hills City Schools Board on Sept. 29 approved a series of routine and facility items including the district financial statement for the period ending Aug. 31, 2025; revisions to admissions, vaping and tobacco policies; vendor contracts for theater rigging and bathroom planning; and multiple personnel and licensing items.
The board approved the financial statements and check register through Aug. 31, 2025. District staff reported 102.4% of budgeted ad valorem tax revenues collected through Aug. 31 (compared with 111.6% at the same point last year) and $103,088 in interest income from district investments and treasury sweep accounts. General fund expenditures and transfers through Aug. 31 were 99% of budget versus 96.2% at this point last year; the district said an expected midpoint benchmark for the eleventh month is about 91.7% and that scheduled annual payments and contract timing explain the higher percentage this year. The superintendent reported all bank accounts reconciled as of Aug. 31 and said monthly financials were submitted to the Alabama Department of Education.
On policy, the board approved a revision to the district admissions and attendance policy (noted in the agenda as a first item) to align with state age-eligibility language for first-grade admission and to clarify classroom-entry interventions for students who do not meet academic readiness criteria. The board also approved a vaping education, awareness and prevention policy adopted to comply with 2025 state legislation requiring specified education following a student vape disposition; the board voted to revise its tobacco/nicotine policy so language is consistent with the vaping policy.
Facility and construction actions included approval of a bid for retrofit of the theater rigging system at Vestavia Hills High School for $971,896 from the bidder listed on the agenda as Willow Court Foreman Construction LLC. The board approved an owner–architect agreement with Latham and Associates for bathroom improvements at Vestavia Hills Elementary East and the Vestavia Hills High School softball stadium. District staff estimated bathroom renovation work at roughly $500 per square foot and said the board has allocated $200,000 for initial work intended to cover one boys’ and one girls’ restroom at the elementary site; staff noted that represents a starting point and that more funding will be required to complete broader renovation work.
The board approved an amendment with Schneider Electric (referred to in the meeting as Schneider/Snyder Electric) for continued energy-savings and HVAC work at Vestavia Hills Elementary (Dolly Ridge). District remarks said the energy-savings program initiated in 2020 has produced more than $15 million in project scope to date and that the high school lighting project generated roughly $1 million in rebates; staff estimated approximately $20 million of additional work remains to address HVAC and related systems across the district.
Other approvals included the 2025–26 supplemental schedule; appointment of a social-studies textbook committee (the board noted the statute requires membership of school employees and parents and that the state must approve course of study before textbook selection proceeds); a license agreement with Britney Jones Consulting Inc.; a contract with Emily Earwood to manage One Legacy following the resignation of Alex Filcher; and routine personnel items. Board members also nominated and approved Shelly (last name not specified in the transcript) as the district delegate to the AASB assembly.
Many motions were presented by the superintendent and carried with verbal "Aye" approvals; the transcript records unanimous voice approvals but does not include roll-call tallies with member names for each vote. Where the meeting record supplied dollar amounts or estimates, those figures are reported here as stated to the board.
