Nicollet County awards asphalt emulsion supply contract to Flint Hills Resources

Public Works staff explained the contract covers delivery of the emulsions used for road seal coating. For this procurement staff requested pricing on the typical CRS-2 material and on a polymer-modified alternate called CRS-2P. Staff said CRS-2P’s polymerization raises the working-temperature range and helps the binder hold aggregate on higher-volume roads.
Staff reported CRS-2P was roughly $4,300 more in total purchase price in the quotes received, and indicated the county is likely to purchase CRS-2P for portions of County Road 12, County Road 24, all of County Road 37 from the new interchange to the bridge into New Ulm, and segments of County Road 15 in St. Peter. When asked, staff declined to provide a precise mileage total in their notes; one remark in the meeting referenced “30 miles,” and another called this year’s mileage “fairly small,” so total mileage covered by the contract was not specified on the record.
Commissioners approved the low quote and authorized the contract award to Flint Hills Resources.
