Police and public‑safety staff described the equipment as an industry standard for hardening high‑profile public events against vehicle attacks. The proposed kit includes a trailer and multiple barriers; staff explained each barrier weighs more than 700 pounds and that the trailer is necessary to transport and deploy the units safely.
Police presentation and use Police staff said the trailer and barrier kit allow one officer, using the trailer’s loading mechanism, to deploy and retrieve barriers without heavy lifting. The department said the initial kit is intended to harden Largo Central Park for special events and parades and could be redeployed at other sites as needed. Lieutenant Cuzumano (identified in the meeting as responsible for special events) was referenced as the officer who assesses event safety and would manage deployments.
Commissioner and public remarks Vice Mayor Holmes asked whether the city could purchase items separately instead of a kit; police staff said the trailer mechanism and transport capability are central because each barrier exceeds 700 pounds. Commissioners discussed how many barriers are needed to close lanes for events and how barriers could be combined with existing landscaping or planters to prevent vehicle access.
