PCRS issues findings on two IA cases; mixed vote on objectivity for IA2025-002

Following an executive session, the Portland Police Civilian Review Subcommittee returned to public session and recorded its formal findings on two internal affairs cases: IA2025-002 and IA2025-006.
For IA2025-002 the subcommittee voted on four findings. The committee recorded that IA2025-002 was thorough, fair and timely with recorded roll-call agreement. On whether IA2025-002 was objective, the public roll-call recorded several dissenting votes; multiple members voted "no" on objectivity. The chair called the roll during each question; the transcript shows affirmative roll-call votes for thorough, fair and timely and a split vote on objectivity.
For IA2025-006 the subcommittee voted to find the case thorough, fair and timely; one member abstained from votes on IA2025-006 because they said they were not prepared to vote on that case. The subcommittee also found IA2025-006 objective with a majority and one abstention recorded.
All votes were taken by roll-call in public session immediately following the executive session. Committee members who voted in the roll calls included Tracy (meeting facilitator), Rachel, Keith, Randall, Javier, Joey and Walter. Where members indicated they were not prepared, they stated abstentions rather than yes/no votes. The subcommittee recorded the outcomes immediately after the executive session and announced the tallies in public.
