Offender Review Board defers residency petition for Mosette Price to July 11

The Offender Review Board on June 12, 2025, voted to defer a decision on Mosette Price’s petition to move to 170260 Street Number 1 until the board’s July 11 meeting after Price did not appear at the hearing.

City Attorney staff told the board it would be improper to deny a petition solely because the applicant is absent and recommended deferring the matter to allow Price to appear or have an agent appear on his behalf. The attorney’s office offered to send a notice to Price and to an assigned agent explaining the rescheduled date and options for appearing by phone.

Board members discussed the difficulty some applicants have getting time off work and whether an employer would know an applicant’s offender status. Staff noted assigned agents carry an iPad and a cell phone and could be available by phone if an applicant cannot attend in person. The attorney’s office said the board should evaluate the statutory or ordinance considerations — including health, safety and welfare of the community, age of the offense, counseling or treatment, remorse, the duration since the offense, support networks, the relationship between offender and victim, presence or use of force, and adherence to terms of supervision — and that absence alone should not be the sole reason for denial.

A motion to defer the decision on Price until the July 11, 2025 meeting was made and seconded and carried on a voice vote. Board members recorded the motion as a deferral to give Price time to notify his employer or arrange for an agent to appear. The city attorney’s office said it would send a letter to Price informing him of the rescheduled hearing and advising that an agent could appear by phone and, if appropriate, communicate with the applicant’s employer or human resources.

The board approved the May 2025 meeting minutes earlier in the session and adjourned after completing scheduled business.
